To help you a city map

Boulogne Billancourt is in the very close suburb of Paris (South West). There is located "Parc des Princes" (the stadium from the local football Team Paris Saint Germain Team) & the headquaters of Renault. It is within underground reach. It’s about 1h30 from Charles De Gaulle International Airport. Approximately 40 min from Hotel La louisiane.

Also, an past member of the French Hobby (Xavier Blanchot) owns an hotel in the centre of Paris. He’ll receive any diplomacy player with a 50% bargain (providing the hotel is not full).

Why coming ?

Since it’s the French NDC, can I participate ?

Yes. The competition is open. All you need to do is coming. Gathering or Convention would equally well qualify the event as competition. Trophies and prices are just meant for fun, but the French Open is of course opened to all !

The same way the fact that it’s the French NDC doesn’t mean that foreigners can’t win the title, on the contrary. So far in the Grand Prix competition, all tournaments have been won by a foreigner. So take your shot at the last Bastille of the European Diplomacy ! (so far all French NDC winners where French or living in France). Last year, 12 foreigners came and more than one among them came back with trophies.

What is this Tour de France ?

The XVIIIthe French NDC will also be part of the Tour de France. The French Hobby see a boost since last year, and there is no longer tournament ONLY in Paris. The Tour of those event included steps in Argentière la Bessée (near the italian border), Namur, Strasbourg, Parthenay (center France), Brussels, Lyon, Paris - the current competition & Marseille pour the Christmas Tournament, which will end the diplomatic year and Tour de France.

I am a beginner, if I come won’t I unbalance the game ?

Beginners, it also means unknown, and surprise effect is often a strength in this reputation-heavy background. Consider also that the C-Diplo scoring system gives incentive to the "sharks" to kill one another since there is ONLY one winner. There is plenty of room if you can grab your chance. There are example in the past (Cyrille Sevin, Clément Merville) of players winning it for their first participation. And it’s by facing the best that you’ll improve.

And what is this Grand Prix you are talking about ?

The Tour of event throughout Europe launched last year keeps on growing for its second edition. 11 steps allow almost 300 players to compete for the new continental trophy of European Grand Prix winner. Compared to last year, Denmark left us, but it was avantageously replaced by Holland & Israel. Proud of their new EGP status, the Dutch legion will swarm Paris, with already 6 players pre-registered. We can also expect our neighbor German, Brits, Belgian and Swedish to visit us, maybe also a couple of American. The French NDC will be the 11th & last step this year, so it will end with the GP trophies ceremony.

In Paris, you can expect the level to be very high and the competition fierce since after 10 steps, the 2 leaders of the Grand Prix are French. Only Shaun Derrick can contest the victory to William Attia (defending his title, only second this year) and Yann Clouet (the current leader and only double winner this year, but he won’t play much in Paris since he’s TD). If last year the French trusted the 3 steps of the podium, this year the competition is much closer and about 20 players have a chance to end on the podium given the adequate circumstances. The GP system emphasises excellency rather than regularity. In each tournament, you want to win or be as close as possible from the Top. The GP also includes a Team competition (it’s not too late to register a team or consider forming one for next year).

Next year, the Grand Prix could well include 14 different steps (to the regular German step would be added EDC also in Germany next year, + a competition in Milan for Italy & the come back of the Danish Viking). You will be allowed to register your 2004 GP Teams during the French NDC.

Tournament rules

Scoring System

C-diplo
- 1 pt per centre
- 1 participation pt per player
- 38 pts bonus for the winner
- 14 pts bonus for the second
- 7 pts bonus for the third
- In case of Tie, bonus are averaged
- In case of SOLO, the winner scores 73 pts (34c + 38 pt victory + 1 pt participation), all others score 0 pt (loosing to a SOLO is considered worst than being eliminated)

How do we enter Top Board

After the first 3 round, a ranking of all the players will be established. The score of each player is the sum of his 2 best results + 50% of his third result. For those who play less than 3 round, the score is calculated differently (see section I can’t enter all the round)

The 7 best player are qualified for the Top Board. The Tie breaker for entering the Top Board are as follow :
- 0> Ladies First
- 1> Result in case of direct match between the 2 players ex aequo
- 2> Best score on a single game
- 3> Second best score on a single game
- 4> Third best score on a single game
- 5 > Worst countries played (in term of SC sum for all the tournament games)
- 6 > Younger player (ID required)

I can’t enter all rounds, do I still stand a chance ?

Of course you do ! We thought about you. First of all, the 100 / 100 / 50 percentage system gives virtually everyone right to a mistake.

Then a "bonus" system allows one to make for a missed round as follows : When not possible to reach a multiple of 7, some players won’t play the round. For players registering after the limit time, the Tie breaker for entering the round will be first in first registered. Unless there is some voluntary dropping of the round.

A player voluntarily dropping a round or eliminated on too late registation will receive a 20% on his overall qualification score. A player completely missing a round will receive a 10% bonus on his overall score To give an idea, 20% plus a win and a second place is better than a win and two second places, but worst than 2 win and an elimination. So you really have your chance ! Still, be carefull : whatever the reason the bonus for not playing the third round is only 10% (to limit the possibility to stop after 2 early good results).

In the end, who wins ?

General ranking The winner on the Top Board is the French champion. All other positions are opened to everyone. The final score of each player is the sum of his qualification score (including percentage modifications) and his last round score. But the players on the Top Board receives an extra 20% bonus on their overall tournament score. Don’t worry about numbers ! Play, win, win again, and finally win and you’ll be the champion.

Top Board The same system as last year will be used to choose country and break potential Tie. The systems works as follows :

Step 1 => choice of country picking order

In reverse order of the ranking, The players ranked 7th puts a paper with his name on a line. The player ranked 6th does the same, putting his name before or after the other depending of whether he wants to pick his country before or after the 7th. Then the player ranked 5th puts his name where he wants compared to the other 2. And so on until the player ranked first who chooses directly his picking position compared to the others.

Step 2 => Picking country

Players choose their country in the order given by the previous step

Step 3 => Tie Breaking

At the end of the game, in case of Tie, the player among those involve in the Tie who picked the latest wins the Tie.

The 2 leading principle of this system are :
- 1> there is very often some Ties on the Top Board
- 2> entering the top baord with a excellent score should not make you a special target during the Final

Each player much make a choice between 2 criteria : having a country he likes playing, or having maximum chances to break the tie and pick his country relatively to the others who picked before.


What else do I need to know

Timing

Games will be played until 1907. Each phase lasts 15 minutes everything included (the TD may reduce this duration to keep the schedule) This "drop dead deadline" means you have 15 mn for writing, resolving, retreats, builds/disbands, and negociation. The longer you take for resolution the less you have for negociation.

A Central clock will give the time remaining until next deadline, time common to all boards, and the Referee will shout the time remaining. At the beginning of the game, the TD will give each board the choice for "hard" deadlines (late orders = NMR) or "soft" deadlines where the players are responsible for keeping the pace without Referee intervention. If players can’t agree a vote will be held before the game starts. This can’t be later change.

You’re free to handle your time the way you want to get the best out of the slot allocated. Be very carefull if you are not used to the system.

And there is a Team tournament ?

Yes, by Team of 4. Team score will be the sum of the scores of its 4 members (no joker). The Team tournament will be played on a single round, the 2nd, the saturday afternoon.

The Tie breaker for the Team tournament will be as follows :
- 1> Result(s) in case of direct game between 2 players for the 2 Teams tied.
- 2> Best individual score of a Team member
- 3> Second Best individual score of a Team member
- 4> Third Best individual score of a Team Member

If there is still a Tie, both Teams will be declared winner.


Trophies

What do we win ?

Trophies will be given for the following :
- The Top 7 player of the Tournament
- The 7 best countries individual results
- The first 3 of the multi-player boardgame competition
- "Tournament Director award"
- Diploma will be awarded for the winners of each category of vote

What do we vote for ?

Each player has one vote per category and per player at the end of each game. In each catyegory, a ranking is established on average of vote casted calculated on a minimum of 2 games. Vote not expressed can be added proportionnaly to what the result of the vote casted gave (for instance, 4 players out of 7 votes : any voting player gets his result * 2 (3 player only voted for him instead of 6) and a non voting player * 3 / 2 (4 players voted for him instead of 6). a "nobody" vote is a possibility but it must be mentionned explicitely.

Categories are as follows :
- the good diplomat,
- the bad tactician,
- the uggly stabber,
- Raspoutine price of the most courageous player,
- carebear price of the most enjoyable player,
- Magellan price of the biggest traveller,

- Miguel Martinez, the 3 last time he attended the French NDC, he finished respectively 4th, 3rd and then 2nd

- William Attia, winner of the European Grand Prix in 2002, he needs a second place to keep his title.
- Benoît Clergeot, a former double champion (1999 & 2001) who always finished very close from the top.

- Vincent Carry, the World Champion has never done very well in the French NDC.
- Thomas Sebeyran, so often so close : when will he win it in the end ?
- Stéphane Derdi, the best belgian player always had very good results in France.

- Niclas Perez, The DPTR World N°1 is impressive of regularity. His Team is in Struggle for the GP.
- Guillaume Vuillin, the defender has not played for 1 year.
- Leif Bergman, DPTR World N°3 has always finished on the Top Board for his 4 competition in France.
- Cyrille Sevin, the most titled players in the World will be watched very closely. Is he still hungry ?

- Olivier Cadoret, twice on the Top board, second in 2001, when will he fly by his own wings ?
- Florent Lepeytre, on the top board during the last 2 editions, Florent played Italy twice. And if he played another country this year ?
- Baptiste Morel, after an excellent season 2002, this year was more quiet for him.
- Philippe Clavaud, as usual an excellent season and experience in addition.
- Sacha Hingst, second in EDC, Sascha is maybe the best German player today.

** Condition to win the 2000 title where special. That year, the French NDC was also the EDC, and the title of French Champion was reserved to a French player. Guillaume PLANTEVIN won it by ending second, after Leif BERGMAN who was European Champion
